Mr. Robert Stall, Senior Consultant
Robert Stall brings over 25 years of public service to the team. Bob is currently the Chief Deputy Public Defender and a member of the senior management team for the Department of the Public Defender in San Diego County, California - one of the five largest county public defender agencies in the nation with approximately 350 employees and an annual budget in excess of $55 million. Mr. Stall obtained his bachelor's degree in history from Saint Louis University in 1971 and his Juris Doctor degree from the University of San Diego, School of Law in 1974.
Bob has extensive training and experience in performance management and in the design of effective outcome measures, especially for public safety agencies. Bob brings extensive experience in the development of comprehensive case management database systems and the related use of information technology for large public defender offices. Mr. Stall coordinated what became the most advanced and comprehensive public defender case management system in the nation. The fully browser-based JCATS Defender (Justice Case Activity Tracking System) database has since earned multiple innovation awards and has become one of the most widely used public defender case management systems in the country.
In the summer of 2000, Mr. Stall was selected by the County of San Diego for a special reassignment for four months to receive extensive training in performance measurement and work with the County's new Information Technology vendor on a project designing new performance measures for the County using the balanced scorecard approach and PB Views software. Bob continued his performance management training in 2004 through the Into Action performance management Train the Trainer process designed by Kevin Baum of inCentergy. In the fall of 2004 Mr. Stall's department was selected by San Diego County's Public Safety Group to serve as the County's pilot department to complete the inCentergy Into Action process and to test the feasibility of using this new approach for other PSG departments. Bob's work in the pilot program was so successful the entire County adopted the Into Action Process. Mr. Stall facilitated many of the scorecards for his County.
Mr. Stall has worked with a variety of public and non-profit agencies in California and New York to assist them in applying inCentergy's proven Into Action process for the creation of more meaningful and useful performance measures. He has lectured on performance management at conferences in Washington, D.C., and Atlanta, Georgia and now works part-time with inCentergy as a senior consultant on performance management projects nationwide.
