A 21-year veteran of government service
and former Assistant Fire Chief and Fire Marshal for the City of Austin Fire
Department, Kevin has a reputation as a strong and innovative leader. Kevin
is known for his efforts in pioneering the implementation of performance
measures into programs and services that are difficult to quantify and
evaluate statistically. Kevin's efforts in organizational and leadership
development have been recognized around the world, and his work has been
published in America, the United Kingdom, Canada, South Africa and Australia.
Kevin is a very popular educator, speaker and organizational leadership

retreats and employee development workshops on a wide range of topics.

Kevin holds a Bachelor of Arts degree in Fire
Service Administration from Western Illinois University and a Master of Public
Policy and Administration from Texas State University. Kevin's Master's manuscript,
which explored the nature of conflict between functional groups in public organizations,
won the National Association of Public Affairs and Administration's Masters Manuscript
Award for best research in America (1997). Kevin's manuscript has been published
extensively and is featured in a graduate level text on Conflict Management. Kevin's
philosophy that conflict can be managed through shared experience and synergy
is a formative team building theory that he explores frequently during workshops
and conventions, and he believes strongly that nontraditional thinking is necessary
to bring about positive corporate cultural change.
Kevin
is an adjunct faculty member of the Texas State University Master of Public Administration
program, guest faculty for the U.S. Certified Public Manager's Program, a
faculty member of the prestigious Governing Live Training Seminars,
a senior faculty member of the National League
of City's Leadership Training Institute, a Senior Fellow with the Performance
Institute's Center for Law Enforcement, and a Performancesoft
Senior Partner.

Community
Action Kevin's commitment to community goes beyond public
service. As a Board of Director for the ARC of the Capital Area, a non-profit
organization dedicated to improving the lives of people with mental retardation
and developmental disabilities, Baum has been actively involved in helping the
ARC build a sustainable business model focused on results. Baum's volunteer work
with the ARC was recently recognized by the Rotary's of Austin, who awarded Kevin
the prestigious 2004 Service Above Self Award. Kevin is actively involved as a
student mentor and advisor for Texas State University MPA program and is frequently
a guest lecturer for the University. The university recently recognized Kevin's
community service by nominating him for the Courage in Public Service Award, a
national program which recognizes people who have taken great risk in the service
of the community. When he's not spending time with his family, Kevin can frequently
be found on the cliffs of the Texas hill-country, where he teaches rope craft
